The Arab world is currently in a state of decline. Feudalism, sectarianism, poverty, uneducated masses... all of these issues make it impossible for the Arab World to have a significant place in modern history, and it is more divided than ever.
What ba'athism is looking for is another arab renaissance (the literal meaning of the word ba'ath). The first arab renaissance was the introduction of islam, not because of the religion itself, but because it unified the arab world and transformed it from a bunch of isolated tribes doing fuck all to one of the most defining civilizations of the Middle Ages, bringing with it the islamic golden age and everything.
Aflaq considers that the renaissance could only be achieved through a revolution led by the youth. The arab population is disillusioned: this leads to individualism and tribalism, and individualism is not a healthy sign in an underdeveloped country. The ba'ath vanguard party would thus spread nationalist and secular ideas to the people while challenging reactionary and conservative elements by keeping the power until the population is educated enough to be able to keep a healthy democracy moving forward.
The motto of ba'athism is "Unity, liberty, and socialism". However, both unity and liberty cannot be attained as long as people live in poverty, which is where socialism comes along. Liberty means nothing to someone who can barely survive and needs to work himself to death in poor conditions. The ultimate goal of socialism, then, isn't to answer how much state control is necessary or how to free the proletariat, but according to Aflaq, "a means to satisfy the animal needs of man so he can be free to pursue his duties as a human being". However, economic equality would balance out the heavily contrasted arab society in which an extremely large poor population is dominated by a few extremely rich aristocrats, and thus a middle class needs to be created.

All in all, socialism needs to work under the goal of arab nationalism and ba'athism, and not the other way around. Ba'athism isn't marxist, but similar in spirit to French dirigisme: A ba'athist state supports socialist economics to a varying degree, and supports public ownership over the heights of the economy but opposes the confiscation of private property.
The arab society is highly religious, and islam is of utmost importance to them. I'm not really convinced of this. The damage has already been done and the US has lost a lot of credibility in the matter, probably with both the Saudis and the Qataris over their lack of commitment.
