Update on Moroccan situation: an NGO has released a report on the protests and how the police handled it.
Translating an article on it (http://telquel.ma/2017/06/23/un-rapport-associatif-sur-le-hirak-souleve-des-interrogations-sur-sa-neutralite_1551377).

A committee of the Moroccan Coalition of Human Rights Lawyers (CMIDH), which includes various NGOs, traveled to Al Hoceima from 6 to 8 June to investigate the situation in the region, to meet the families of Hirak detainees, and to inquire about possible violations reported by local activists. The results of this survey were presented on Wednesday 21 June in Rabat.

In its report, the Committee considers that there has been "disproportionate use of force". It also notes the "use of tear gas" by the police. The report of the investigation mentions "apparent traces of violence on detainees during their appearance in the court of Al Hoceima on 6 June".

The public prosecutor's office had ordered medical examinations to investigate these cases and promised a "firm application of the law" in case of abuses committed by the police. A visiting permit was granted to lawyers to meet with the accused. Government spokesman Mustapha El Khalfi warned of the difference between traces of blows that may result from resistance during the arrest and cases of torture. He had promised in turn a strict application of the law.

The report of the group of 22 associations also evokes "violent police raids on the street at late hours and stone throws on the windows of dwellings." On the basis of these findings, the Coalition issued 32 recommendations to overcome the crisis in the Rif.

These recommendations are classified according to their urgency. In the immediate future, the CMIDH calls for "the release of all Hirak detainees and the abandonment of prosecutions" in order to "restore a climate of confidence conducive to the debate among the protagonists in the region".

The Coalition also recommends "the opening of a judicial inquiry into the alleged abuses against the inhabitants of Al Hoceima mentioned in the report". The CIMDH deplores the lack of response on the part of the authorities with whom it has come into contact.

Deploring the media coverage of the Hirak demonstrations, the coalition advocates "revising the laws regulating the journalistic profession" and "ending the state's hegemony over public media." The CIMDH also urges the State to "make a public and official apology to the inhabitants of the Rif for its grave violations of human rights". The CMIDH does not, however, specify the period during which these violations were perpetrated.

On the economic, social and cultural level, the CMIDH advocates "the upgrading of infrastructure in the Rif", and calls for attracting industrial investments, while recalling that "the region had 52 industrial units during the colonial period, yet currently has none". The Committee hopes to present its report to the Parliament and the Ministry of Human Rights.

The CIMDH promises in the first part of its report, devoted to methodology, "neutrality, objectivity", and vows to "get away from prejudice". But do the authors of the report hold these promises? If it denounces the "violations" of human rights in strong terms, the CIMDH lacks neutrality in several places.

By the choice of words first. This is the case when Mouhcine Fikri, the dead fishmonger crushed by the mechanism of a dumpster, is qualified from the preamble of "martyr". Conversely, the violent interruption of the sermon by Nasser Zafzafi is seen as a simple "animated debate".

The editors also refer to the "militarization of the province", referring to a Dahir repealed in 1959 which became one of the watchwords of the protesters. The CMIDH even called for "speeding up the publication of a Dahir canceling the militarization", whereas this text had been canceled de facto by the publication of a new royal decree at the time.

The authors of the report call the high gathering place of the Hirak "the big public square in the center of Al Hoceima".

In the description of their mission, the authors of the report immediately mention the "victims" and promise to "secure the use of force by the authorities" or to observe on the ground which neighborhoods have "Underwent a police intervention".

On the other hand, they are less affirmative to evoke "the extent to which the protest movement has resorted to violence". In other passages, the coalition of associations accuses the state of "intervening in several places of protest", referring to "recourse to the Baltagias", that is to say to violent counter-demonstrators, who "Attacked several activists". In its report, the CIMDH does not mention the source of these accusations.

The report does give a place to the official version. The authors insist that the local authorities did not want to respond to their solicitations, arguing that "an authorization of the central services in Rabat" is necessary.

If the absence of a return from the authorities is argued, that of other official institutions is not motivated. Thus, the report lists a group of interlocutors whom the associations wished to interview, but without specifying whether testimony could be obtained or not. These include the services of several Ministries (Youth and Sports, Culture and Communication, Health, etc.), the Director of the Administrative Pole of the Al Hoceima Oncology Hospital and the Regional Section of the National Council of human rights.

The demonstrators also "prevented the elements of civil protection from extinguishing the fire by preventing them from arriving at the scene," the report said.

The document then puts the distance from the official version, but relying on comments from civil society actors who instill doubt about the actions of the public forces without formal evidence. This is the case, for example, of a representative of the "Hirak Commission in Belgium" who says that "cars have been burning for hours without the firemen intervening ... The Makhzen was waiting for this opportunity to Dirty the Hirak, "he said.

Approximations also appear in the document, as when the "withdrawal of accreditation" of the journalist from France 24 is mentioned.
