Cities issue bonds (go into debt) to make up the shortfalls in the pension system, and those short falls exist because the pension system was making promises it could not keep for decades before now. It has taken a while, but now the chickens are coming home to roost, and the inevitable bankruptcy of a lot of cities and states is at hand.

Here's the rub: these counties and cities are already almost bankrupt. Even if they can sell bonds to make up for the pension short fall, it will be at VERY high rates of interest, meaning their debt compounds even faster. Inevitably, they reach a point where no one will buy their bonds, and the money runs out.

BUT WAIT- it gets much, much worse. As they can no longer finance themselves with bond sales, the municipal and city governments will have to either 1) raise taxes to truly absurd levels, at which point people leave (as they are already doing in Chicago), or 2) simply admit they are bankrupt and stop contributing to the pension systems.

What happens when police officers and fire fighters get told "Sorry, but that pension we were promising you simply is not happening. You need to keep doing the same dangerous, shitty job, but now at much lower pay"?
