The term 'Extrajudicial killings' itself, according to its international meaning, does not happen at all in the Philippines.

Because for it to be an extrajudicial punishment, the sentence has to exist in the judiciary system aswell.
As the Philippines does not have the death penalty(yet), nobody can judicially be sentenced to death in court, and in turn, executing someone outside court is not legally considered (extra)judicial either.

The proper term to use if such state sponsored killings really did take place would be "Summary killings/executions" or "killing without a fair trial"
