It has alot to do with the gun laws in the Philippines. Most people in Marawi are rather poor. Owning guns are mostly just for those who can actually afford it. Bringing knives to a gunfight is not a smart idea either.

Most of these soldiers are of poor background and still decides to fight for the country despite the pay not being so good. That's loyalty and willpower in my eyes

What you lack is equipment and better training, although combat situations like these gives more than enough for the future
