It's been done with everything from home-made TTL to any generic CPU you can think of to FPGAs anon. In the beginning of home computers, you got yours by going to Intel at the computer show and getting handed a CPU and some RAM out of bins, you brought it home and breadboarded the whole thing yourself.

These days any number of CPU cores, as well as the right kind of ram and permanent storage, are available, you can go with something obscure but factory-made and run NetBSD on it even if it's a toaster, or you can make up your whole own CPU architecture and bring it up yourself like Chuck Moore, the creator of Forth did and try to sell it, pic related.
