Because a series of warlords in the wake of the initial slave revolution kept the country so thoroughly militarised out of fear of being reconquered that the country only existed because the only alternative to starving and having everything taken by soldiers was to be killed by soldiers in a complete breakdown of any semblance of order. Also none of those soldiers worked - one estimate puts around 20% of men as soldiers, another as high as 40%. There was a reason for this though since Napoleon was arranging a fleet to attack Haiti and "start again", but then war broke out again in Europe.

Years later the French demanded the impoverished Haitians pay France for the loss of their soldiers and the loss of their most valuable colony in return for recognition as an independent state. For various reasons the Haitians agreed when they really should have never gone down the road to independence and just stuck to the goal of not being slaves. Instead they took loans to finance their country and repay their debts, allowed themselves to be caught up in cycles of near constant political violence over their leadership, and the rest of the world decided to just let Haiti be unless it was time to collect debts.

There are a lot of particulars, but that sums up the last 150 years. Slavery was a raw deal of course, but they compounded their problems, were a weak nation in the scheme of things with no diplomatic intelligence or clout, and ultimately destroyed themselves economically.
