I actually raised the exposure to about 1.5 in post, in the original one you're referring to.

I'm not an expert, but afaik with a lower f number (f/4 for example), you let in more light, so you can have a lower ISO, which will give you a picture with less noise
More specifically, if you step down from f/8 to f/4, you usually let in twice more light, so you can have your ISO, so you could have taken that picture at ISO 400 and have it just as exposed but with less noise

Technically this looks good. You just need to work on your foreground technique. Think leading lines (and you can get away with just a hint) and/or find shapes in the foreground that echo the main landscape. Also on this one I've had brought the right hand tower into the frame a bit more. As it is I would crop in a lot closer to the centre building. Too much dead space on the left and foreground.
10 for atmospherics, definitely.

Don't neglect your background, that sign really ruins it. Should have shot or just moved more to the right. I feel like crop the crop could be tighter too. Generally side-lighting shows textures best. up clarity slider can help a little here as well.
if you want to go further you can use Nik Software's SilverEfex with a high structure layer at low opacity and masking to bring out some microcontrast in the dude.

Anyone wanna critique my editing on this? What could I do more?
Basically added a mask on the left of the image to expose more and set orange to be more reddish to make the bridge closer to life and cropped for 16:9 for a wallpaper but I think it's a bit more dramatic that way anyway.
