A photo that was edited in raw then converted to jpeg got sent to me and after examining it, there was still minor issues to be edited. (A blemish on the arm, make the eyes brighter etc etc) so I went ahead and opened it up in Photoshop, did the small edits, and save the photo. Did I just destroy any resolution?

Nothing noticeable, no. If you do it over and over and over again, there will be noticeable degradation, as saving and re-saving continuously runs compression and processing.
