that would be pretty neat, but i feel like it would have to be a perfect storm type of situation for that to happen... firstly, the apples couldn't be hybrid and must produce viable seeds... second, animals can't have gotten to them, then they have to germinate after a winter / spring thaw... and not get rekt by the rock salt ect being laid down on the roads/plowed off again... then theres the mowing in the summer time.

All apples are hybrids. They must cross pollinate with other cultivars in order to produce good crops.

Those are pretty much brand new (Golden Delicious, Granny Smith, and Fuji non-browning/arctic varieties). Also, the terminator genes never made it out of the patent office. You can grow GMOs from seed, just like everything else. Like everything else, some cultivars many have lower germination rates and the new plants are similar to trying to grow stuff from hybrid stock, they don't turn out all that well.

germinating them in the compost pile has had mixed results for me, but I had better luck putting them in the fridge in wet paper towels inside baggys. about 50% of them grew, but out of that, half of them didn't make it past the first year... and this is under "ideal" circumstances, potting soil, constant weeding, regular watering, plenty of sun... I can only imagine what road runoff would do to apple seedings when so many of them just keel over and die within the first season

Normally I would just use cuttings but I'm able to sell baby seedlings at the local farmer's market when they get to be about 6 or 7 inches tall. fucking naturalists are all over that stuff. lemon tree seedlings too

Apple seeds are best germinated after a two month stratification. That's putting them into the fridge for 2 months then soaking them in water for 12 hours then putting them into a ziploc bag with a slightly moist paper towel. You should get near 100% germination rate. People/stores who keep apples in the fridge as part of their storage may already have had them in the fridge enough to raise germination rates a good bit.

Apples seeds from apples cores would sprout best after winter.

Yes, it takes a bit of time to degrade. So what? Wood takes a while to degrade, which is a good thing as far as nutrient cycling goes. An orange peel isn't hurting anyone or anything. It may be non-native in your area, but so is your shit derived from non-native foods.
