It depends on a few factors. My first car was a citroen saxo. It weighed about 950kg and had no power, but it didn't handle very well because it had narrow tyres and almost no weight pushing down on them. After that I had an MG ZR. It was about 100kg heavier, but also had much wider tyres, a lower ride height, a stiff chassis and suspension setup and a wider track, and it was a heap of fun to drive. Then again, despite not being very powerful (105hp) the ZR was designed to be more of a hot hatch from the start, so you could have easily doubled its power without any real concern for the handling, which you can't really do in an ordinary econobox that has suspension which is geared more for comfort than speed.
