Here in the UK plates are attached to the car, not the owner. If you have the plate number you can check (for free no less) the MOT history (and therefore any recurring problems), if it's hot or not, and the specific insurance quote (since vehicles that have been stolen or crashed cost more than a supposedly identical uncrashed or unstolen one)

On my days off I find craiglist ads that have 'no tire kickers' in the description. I do a bit of research and sound serious when I call them, but don't talk about price.
