Looking back on it now, it's pretty fucking ugly. But what did people think of it back then? Did they think it was just typical 90s fashion, or did they realize how bad he looked even back then?

Well firstly, even though it's my least favorite, you should listen to his debut for at least a couple songs. It's worth seeing where he started.
Young Americans is very nice, but the transition into Station to Station is even better.
The entire Berlin Trilogy is god tier.
Scary Monsters is the last good Bowie album in a while, so cherish that.
Tonight is not as bad as people say.
Outside is pretty good, but very long winded.
Don't listen to anyone who will tell you otherwise, Earthling is mediocre.
Heathen and Reality are refreshing as hell- very strong comebacks.
The Next Day is his best since Heroes.
Blackstar is god tier Bowie.

Real talk, as someone who's never actually listened to Tonight, or any of his 80s output for that matter. Is it just seen as awful because it's Bowie? Or is it a legitimately bad album?
The only thing bad about Tonight aside from the glossy production and Bowies weaker than average singing is the cover of God Only Knows.
The songs themselves, even the other covers, are very good. Loving the Alien, Neighborhood Threat, Blue Jean, Tumble and Twirl, and Dancing with the Big Boys are good.
Legitimately bad, Loving the Alien is a fairly god song but it crashes really fucking quickly.
Never Let Me Down, on the other hand, would be 'bad for Bowie' - in it's own right, it's a fairly decent pop-tinged rock record.
In my opinion, fans rate it low because Bowie disowned it.
That God Only Knows cover is incredibly bad though. Still a better record than Never Let Me Down, and in my opinion much better than Pin Ups and his debut.
Nah I don't think I want to. If I skip I might miss a song I really end up liking.
I just know Blackstar and Lazarus in particular are going to be pretty strong once I hit the end.

I honestly think the major issue with Outside isn't its length, but how schizophrenic the narrative is. It just leaves you numb after you're done with it. I really hope they release some of the sessions because what we've heard so far are fucking great.

Eno is gonna release 2. Contamination sometime this year or early next year. It's gonna be some original material, but also some stuff from the 1, Outside session, either put on the album as it was originally made, or re-worked by Eno

Look, it's not great and it ruined him for about a decade, but Let's Dance is solidly in the "Good" category.
Ehh, is it really though? The best song on it is Modern Love, and while it's a classic, everything after it is cheese.
