The best part of the comic is that the dragons in this town living like ponies hate migratory dragons.
So the writer, someone who hated the idea that dragons are only good if they live like ponies, made a group of dragons who live in a pony city(not even their own city, just an ethnic enclave) and hate any dragon who doesn't live like them (like ponies, and also who ponies hate)
So indirectly, he's not fixing the "problematic" view of dragons, he's just creating a neighborhood of holier-than-thou delusional SJWs who blame others for their problems and for being racist but actually can't stand 90% of their own kind.
It can be a soapbox without being poor storytelling. Like actually showing this apparent injustice. Let's see some royal guards arbitrarily stopping a young male dragon and searching him or some shit.
The hilarious thing is that even if the fire snail wasn't the direct fault of the dragons, it still likely spent most of its time in Dragontown because it's the non-flammable part of the city.
