If we're taking the training sequence completely seriously, I think Genjuro got way stronger since his fight with Fine. People like saying that he was nearly able to take her down, but I only saw her messing with him. A full force punch cracked her armor a bit, while Hibiki could literally tear her in half and that still wasn't enough. Fine was just being cruel by tricking him with her Ryoko voice, considering she can summon walls and manipulate physics with more force than the Frontier was capable of.
If the gears weren't going easy on him, he wouldn't stand a chance.
