I never understood what was up with this fuckstick and his merry band of whogivesashits. Why suddenly introduce a completely unrelated rival character to Megaman in the game after all the other important shit has happened and we already know Megaman is the strongest being on both worlds? I don't want to play as some random street punk, I want to play as Megaman.

Reploids have free will and souls, while Robot Masters are generally implied to just be highly sophisticated programs doing as they're coded to do. It's part of the gradual melding of man and machine that takes place over the course of the timeline, with humans getting more cybernetics while robots get more humanlike until eventually they're indistinguishable. Eventually in Legends all the original humans are gone and the synthetics have taken their place.

I'm not sure about the technical details or how they did it, but Rockman Complete Works is perfect. No slowdown, no sprite flicker, good resolution, optional but mostly forgettable addons. "Anniversary Collection" is based on Complete works with emulation for 7+8. The emulation is rather wonky.
Legacy collection however ignroes that, and just runs emulation of the first 6 Famicom games. It's so lazy. If you were going to have lazy emulation, then working from Complete Works would be best.

If you like the Archie Sonic comics (the Ian Flynn run, anyway) you'll probably like this. I thought there was a good balance of both adapting the events of the games and telling its own stories, and I really liked both. I never finished the comic, but my only real complaint is that the X "crossover" isn't really a crossover at all, but it's still pretty fun and I like how they handled the X characters. It also contains the best retelling of Super Adventure Rockman you'll ever read. They also make Pharaoh Man important in an arc or two, so that's cool.
