That there is someone to complain about something doesn't mean they're a majority.
Though that the girls who watch KR mostly want the protagonist's belt is interesting. Makes sense since it does do the most stuff and I can see kids caring about that way more than the gender of the Rider.
It's more relevant that it's a male dominant show so the protagonist can be a sort of role model to the impressionable boys watching. How shows like this present themselves like that is almost as important as being a toy commercial.

When was the last time we saw Emu using Level 3? IIRC, it was a long time ago, and that was Shakariki Sports. Because of that, there's no diversion. Taiga spams Level 50 and has yet to use Level 3 to rush in a battle through the airfield. Emu doesn't give a shit about Level 3, nor does he care about Level 10/20, even though THAT can be proven quite useful. Hiiro is essentially "fine" since he used Level 5 and DoReMiFa Beat is a weird form, but he could ask Emu to get either Gekitotsu Robot or Giri Giri Chanbara.
