It just seems to be part of how Kobayashi writes hero shows. In all of her stories the existence of heroes and villains is completely self-contained. The heroes exist to fight their specific villain and otherwise should have no influence on the world or shouldn't even exist when their villains are done.

That episode wasn't actually even written by Kobayashi though, IIRC, but thematically it lines up with almost everything I've seen from her (never watched Gingaman though).

Well, it's the norm for Sentai, not necessarily Rider. In the old Showa series, many victims of the week were actually people working on researching new technologies and then the Riders go on to protect them. Several series also ended with them leaving to go help the world without any evil organization in sight.

As far as Heisei Rider goes, shows like Kuuga and Agito show the world changing or about to change due to the presence of the Rider and things related to them. Or what about Kabuto, where an entire alien race is left integrated among the human population by the end?

Kobayashi's series in comparison all seem to have much more self-contained premises.
