The gundams in Wing were meant to be part of a shock and awe campaign following a colony/asteroid drop so they had more extravagant designs than normal to make them more imposing/memorable.

That's about as close to an official explanation as you're going to get for it. Really it was just katoki doing what he wanted with Okawara's design as a base.

Also the meta reason a lot of gundams in the 90s are a bit more cartoonish/themed in their designs is because a lot of them were using altered and leftover unused designs from G gundam.

Depends on the continuity. G Gundam has the craziest designs. But being honest, MS in all Gundam shows are designed more for appearance than practicality.
