Also, Kamen Rider is probably easier to use than Super Sentai. Generally, Kamen Rider's characters are a little more complex than Super Sentai. They tend to have at least just a pinch more depth. This probably makes it easier to write stories around them.

To be frank, even though this isn't absolute, Kamen Riders are just more interesting in general than Super Sentai. Tsukasa and Takumi are more interesting than Marvelous and Raito.

Here's my general logic: the fact that Gold Drive isn't part of the toyline can only mean that its existence wasn't solidified early in the production. This would mean that when Toei and Bamco first conceptualized the character, he wasn't originally supposed to be a Rider.

To give an example, take N-Daguva-Zeba. He could have just been a white recolor of Ultimate Kuuga and it would have made sense, since they're fundamentally the same type of existence. The fact that Daguva has his own unique design means that they knew what he was going to look like early on.

Same with the thirteen Riders in Ryuki. With the exception of Ryuga, they all have unique designs, even Verde, so that means their designs were completed in the early stages of production.

But in Drive, the main villain's body was a gold recolor of Drive that wasn't part of the initial toy line. This leads me to believe that they hadn't yet decided on what form he was going to take early on, which seems a little unusual to me, since that would imply that the true villain's design wasn't actually finalized until late in the production.

The main issue is that unless you're a movie Rider, you won't get Bandai financing a new Rider suit in the 4th quarter of the series. So, even if they knew Banno was always going to be a Rider, they had to know that he'd have to stick with a recolored suit.
