Propellant/fuel =/= energy. The Ahab reactors provide the power, but you still need something to for the thrusters and verniers. Pepe gundam supposedly had a bunch of storage tanks under his bulky armor for it. Babatos also ran out of fuel in its initial appearance, as did the new Rodi's, but they could still move. Gusion is just limited because it was operating in space where it NEEDS the fuel to move.
