The OVA's are indeed upscales. What makes them not so bad compared to other upscales is that they are not filtered to hell and are based on a legit remaster made for DVD, like Getter Robo Armageddon.

The upscale for the TV series is quite bad, there is basically no detail in the picture, it's all a blur.
