In fansubs, routinelly. JP>EN translators are scarce, so you are glad when you get one that knows english as a secondary language. Usually there are editors anyway, that can polish stuff.

As for why they aren't translating into their own language instead, sometimes people consider english better cuz it is international and reaches wider audience.
