This is a controversial characterization and certainly not a key campaign promise. Trump hasn't laid out any really specific plans to follow through with this (but has for several other issues), and has mostly discussed this policy in hindsight such as during the mid 2000's when the US had a major security presence in Iraq that could feasibly protect US oil companies. But if the US were to put boots on the ground in Syria and more boots back in Iraq, such a proposition would be complicated but doable, especially when the oil powers of the region can't even agree to decrease their supply to help combat low barrel prices. But as it stands with Russia in Syria, I highly doubt Trump would make any serious effort at meddling for some oil.

The Soviet's had a massive amount of military might and were on an economic rebound when it collapsed in the early 90s. America could easily balkanize, it's no more crazy a notion than a total collapse of the Soviet empire would have been in the 70s. What/how a collapse would exactly look like I don't know but whoever the next president is could be the beginning of the end.
