If you eat at a deficit you will largely be catabolic and as such you will shrink your musculature.
If you eat at a surplus you will be anabolic and make more/faster gains

Training glutes won't help preserve other musculature (though fullbody exercises like squat and deadlift might) so there is no harm, and only potential benefit.
And since you have such a low threshold of adaptation, you will probably make glute gains even in a deficit.
