There are many SERMs out there that are androgenic on certain organs and estrogenic on others. There are SERMs that only act on the brain for example but are nonbinding elsewhere in the body.

Ormeloxifene is a SERM which has been prescribed as birth control for nearly 20 years in some places. It's cheap as shit, seems fairly reliable, isn't nearly as experimental and is only taken orally once a week by cis women. Anyone have any other info?
