Why not? For many people, a fetish is an inextricable part of their sexuality. No one asks for a fetish, just as no one asks for a sexual orientation - it just happens. Many people with fetishes are unable to have fulfilling sex lives if their partner is not willing to indulge their fetish - many people lose relationships over this. I would say this qualifies as a sexual minority.
