Yup, if you have one box of 99's it's safe to assume that the rest are the same. I read somewhere online that older ammo (pre 99) was corrosive, whereas the "newer" stuff wasn't corrosive. I think you're right though, it's probably corrosive.
Do you have any distinctive marks on your gun? When I took mine apart I had the number "36" burned into the underside of the wooden upper receiver. Aside from that my gun is mostly in tact.

There's plenty of legit reasons to do that without making up stories about the rifle. For example, apart from the bolt, this rifle is a factory original Panshin M91/30 produced by Tula. Fairly hard to come by. Especially without any non-Soviet markings.

For the Mas 36 the big distinction is between pre-armistice and post war, usually refurbed. The latter are more common and thus worth significantly less ($500 tops). They're easy to spot because the metal will be parkarized, and the front sight will have a globe instead of wings. The pre-armistice rifles have a black lacquer paint and can go for over $800, depending on how well they're matched.
Lebels...well they have a very long life so I can't tell you everything to watch for on them (and I don't know everything to begin with). But if you can try and make sure the mag spring is strong. It probably won't be, which means you'll have to play with it to get it to feed reliably. Even still, they're fun as fuck and, mine at least, is surprisingly accurate (equal to my K31). Expect to pay around $700 for one.

Two main reasons:
Collectibles aren't the rifles people are worried about buying up because of a potential ban. They are about the last thing to get hit by bans and aren't as effective for actually using to fight with as compared to rifles like AR's and AK's.
