What's the fastest way to get dry after swimming and stop feeling cold and miserable when you're operating?
Ummm....usually you don't have a choice. Suck it up and keep going, although I always carry a spare pair of inserts and socks. Night time usually means changing into dry clothes then changing back when you get up.
You could always do water crossings and whatever else barefoot...but I wouldn't recommend it. Waterproof socks have the possibility of fucking your feet's shit up.

don't go into the water. this is how you stay dry while operating. there is no reason, especially in winter conditions, to Operate Operationally through water. This isn't the 1940's anymore, why would you need to ford a stream when you have a topographical map that shows every bridge and water depth in the region on your glowing magic operating screen.

Wool and fleece anything for that matter. You can get it soaked, wring it dry, and still have some insulation.
But really, if you're doing cold weather amphibious ops, get a wet suit.
There's a reason these selection processes are designed to weed out anyone who's not a hard mother fucker. Of course you have to be smart, but when there's no choice but to embrace the suck, embrace the suck is what you have to do.

if you need to cross a river and aren't in a huge hurry get naked, take all clothes and stuff and bundle them up then do everything possible to keep them out of the water while you cross
once on the other side dry off as best you can and get dressed again

training from my army days says to always be packing dry clothes and spare boots in water tight plastic bags. So that you can change as soon as possible. soft body armor should also be removed and placed in a water tight bag before you voluntarily get into water. As it will get soaked, triple in weight, and stay wet for days.
Is that just a standard m4?
A friend of mine linked me a demonstration of the Hk416 where they show an AR being dunked in water, removed, and fired causing it to explode

Let it drain for a couple seconds and it's fine. IIRC in that water test the 416 had slightly more time to drain. That half second could be all the gun needs to get water out of the gas system
This, (I'm that anon). Had a few mates try it and threw them in the bottom of they packs never to be worn again. you just deal with being cold and miserable. If you can't do that then you are not able to operate at even the basic levels of operating operationally. In jungle environments it's even worse. Your skin becomes to weak from being damp so much even little nicks can open you up.

You have seriously fucked up if you have to cross a water while wearing anything at all. Always pack your shit waterproof and if you can expect long crossings then get a camo tarp that you can wrap your ruck and clothes in and hope it holds while floating in water. AND dont forget to fasten your gun into it.

That's why you use a rope ridge and clip the weapons- as well as privates- onto the bridge. Keeps both from drifting or sinking off down the river. It also mean you don't have to swim so much as pull yourself across the river.

Fucking converse? I mean at least go palladium which are basically beefy chucks with actual tread. I get uncomfortable just wearing my converse to the gym and walking barely at all. Palladium's are comfy as fuck with the right insoles/socks, though they don't hold up well desu.
Cheap and you can find shitty ones in any country no matter how much of a shithole it may be. You don't need them to last if you're just wearing them when you want a rest from boots.
I always had couple huge as fuck garbage bags with me, just slapped everything inside it and put another over it just to make sure. It's nice to hear someone behind you yell FUCK ME when his raft starts to break up and APILAS starts to drift downstream
Used garbage bags once, ripped and my shit got wet. Went out and bought a few 20 litre compression sacks. Never ever used garbage bags for anything but rubbish and dirty clothes again.
