There's a discussion on the Japanese wiki about this whole mess. Apparently if you finish 31 BEFORE 30 comes back you will get 80% completion and the quest will finish with a single 30 needed. If you do the quest WITHOUT 31 it will only show as 50% and you will need to complete expedition 30 again to finish the quest. Apparently doing expedition 31 AFTER 30 has already finished doesn't seem to trigger the completion of it but I'm not entirely sure if that was a troll or not.

Iwamoto is a neccesity. 1st priority, no doubt

Seaplane fighters are becoming pretty much a neccesity too, specially for transport gauge map where good routing requires you to have no CV(L) and AV anc CAV are in charge of achieving air parity or AS.

Jet Keiun looks nice and shiny, but we don't really know for now how important it is. Definetly less important than the former 2 points though.

Upgraded to +10 tankhatsu is used for the double attack setup at night to wreck instalations but I'd argue that WG+Tankhatsu+Super Daihatsu is a better combination and upgraded daihatsus aren't an absolute neccesity, at least for now.
