I finally steeled myself to try a run at E5M with debuff and 2nd start unlocked. Level 15 Sakawa and high level Prinz, fast fleet. Got S-Rank but 3 taiha and needed 8 bucket to repair. I have about 70 buckets left and 22K ammo, 80K fuel. Is that enough for Hard or should I stick to medium?

I assume you mean E-4, if you have a viewer program i think it's about 20 LoS on formula 33.
If you're pre-final you can drop the night recon for an obs which should guarantee reaching the boss node. I have no idea why you aren't reaching it, I ran basically the same setups except with seaplane bombers and no surface radar and always reached the boss.
If it's final just put a type 2recon/saiun on your CVL because its not like you can get AS.

I did final on air incapability. Dropped the CAV for CLT and put 2 blue/ 1 green/ saiun on the CVL for LoS requirements. AI actually lets you activate night recon while AP and AD don't.
