Would a Tengu be classified as a beast youkai, though?
I figure beast youkai would be like an animal that ate youkai flesh or lived a long time. I think Tengu fall under a different category than that, they just have beast-like characteristics.
Beast Youkai are characters like Chen, Orin, Mystia, Wriggle, Tokik, etc. Animals that became Youkai later on.
Tengu are just Chinese goblin-like creatures with animal characteristics. Momiji even has the ability to turn into a crow, not a wolf.
Kagerou, on the other hand, is also a wolfhu but is an actual Beast Youkai.

Actually, Momiji is based on the Tiangou which is the Chinese version of Tengu, represented as a dog or a wolf flying into the sky.
