Only Tokyo had many public schools which do not have a uniform exceptionally, Nagano and Osaka seems to be so too.
However, in late years the schools which a uniform revives increase.

For your information, Filipinos ARE Southeast Asia and a good chunk of them don't have that Pacific Islander look. Ruskies past a little of Moscow or something are technically Asians whether or not they consider themselves culturally as such. Also, Greeks are white. They're not your blonde and blue eyed stock, but they're still classified as European White.

Like I said before, there's some of what you mentioned, but not many. Most of them are dirt poor and would rather study in Western countries because of English and more "liberal" atmosphere.

American school uniforms are usually too "cheap" looking compared to those of Japan. Even common sailor fukus are pretty expensive and well made and designer uniforms like that of Ono Gakuen (in pic) easily put most American uniforms to shame. Some really high end private school in the U.S. should have nicer uniforms, I would guess.

New Zealand, Australia, and the U.K. seem to have some decent uniforms.

Uniforms in America are meant to be cheap so people don't have to buy expensive clothing. No one is going to pay enough money for schools to have super expensive uniforms when they could buy jeans and t-shirts for them instead, or buy other designer clothes for the same price as the uniform, and no one's going to fund schools enough so they can "make their schools modern and up to date". People consider giving money to schools to be lining the teacher's pockets and nothing else. No one's going to buy a 400$ backpack for their elementary student either.

The high end private ones probably do have better uniforms though.

I never did well in schools that forced individualism and single'ing out. I think i probably would have done a lot better at a school which focused more on the group collective, for me its easier to get work done when I know im small part in a homogenous group that is working toward the same goal (learning, club activities etc) rather than thinking im alone in a sea of individuals who do not care for learning.
Japanese style of learning may be obscure to the west, but in my opinion it works well in creating people who are very hard working and co-operative.
At least thats my thoughts when i compare schools between american and japan.

I would love to see japanese style schools in america, but unfortunately if a parent found out the school was making their kids clean classrooms, they would pitch a fit worse than their own children.

The jacket is too short, there are too few buttons and they are spaced too far apart, the skirt is too short in proportion to the buttoned section, and the cuffs are too bland.
