It depends on what you're looking for, everyone's opinions on which Paradox games are better than others are subjective. Victoria 2 has more focus on the economy and political ideologies than the other games, and I think that's part of what makes it so interesting.

If it had focused on the handful of French lads who slowed the most speedy and decisive advances in the history of warfare to a crawl and basically sacrificed themselves to allow the Brits to retreat, which ended up being the decisive action of the war, since if they hadn't they would have been conquered too and America would never have entered the war and the Nazis would have won.

It was a movie that focused on the British evacuation aspect of the Battle for Dunkirk, the success of which was very significant for continuation of the British efforts throughout WW2. Nobody is stopping anybody from making a movie about the frankly heroic defense of Dunkirk by the French 1st Army.
