You already speak English as a native language so you are pretty much free to choose any language you like. You are not bound to any economical considerations.

Additionally, no matter what language you choose, you are the most desired other half of a language exchange and you will have an abundance of language partners to choose from.

I'm Bulgarian, moved away when I was 5. Can understand everything and speak casually, but I only ever spoke with my parents and occasionally the rest of the family when I went to visit. This means I don't know any of the slang, can't hold a formal conversation, cannot spell properly and read slower than normal. Any conversations that aren't just casual chit chat are a grammatical mess. I'm embarrassed to speak when I go home it's so bad

Unfortunately I don't have access to Bulgarian people I can talk to, and my country doesn't have a lot of media I can use to learn.

How do I bring my diaspora-level Bulgarian to complete native fluency?

To put it bluntly, it really is between German and English in a way. Virtually no cases, less inflection than German but more than English, less genders than German but more than English, less loanwords than English(from French) but a bit more than German, etc.

If you have a good level in both German/English I'm pretty sure it's possible to get to a conversational level within a year with steady effort.

The main obstacle you will run into is finding a Dutch person who will let you speak in Dutch to them because they will try to default to English and act with confusion and question your reasons for studying their language. I studied Latin in high school, so that made it easier for me too. But in my Latin class, we would be required to fill pages of verb a day. Duolingo never really teaches you to conjugate per se, rather it kinda just teaches you how to recognise which tense a word is in. It makes you rely on intuition rather than autistic study. It's great for learning to read but not for forming sentences

That's no biggie to me. I learn on my own because I find learning grammar and reading in a new language fun. I've had exactly zero conversations in German these past three years since I've never met a single person to speak German with.

Bulgarian. I'm more culturally Bulgarian, as in my traditions and personality. I was an outcast growing up so instead of going out with friends and immersing in Brit culture, I only had my parents as influence so I grew up with those values.

I would probably feel a culture shock if I went back to BG though. It's like I don't belong anywhere, I'm not fully like a Bulgarian but I'm not like a Brit either

I'd say at first use target language + english subs while learning the most common words and grammar, then move on to target language + target language subs. Reason being you need some vocab + grammar knowledge to recognize patterns in the language and learn more. Otherwise you'll be completely lost.

Btw if it's an Asian language, Viki has this Learn Mode thing where you can click on the subs and learn the words. It's for Mandarin and Korean for now
