Hands down Putin. You can't pull that off what he did in Syria without real, real fucking brains. Although not his country's leader, Nigel would be a close second since his Brexit campaign was marvellous. Duterte is also up there, considering how quickly he solved his country's drug abuse problem and took it off a collision course with China.

I also wouldn't dismiss Trump, but he has yet to accomplish something. Everybody else pretty much sits on the status quo, except Merkel, who history will remember as "the last empress of the EU".

Xi is the most competent of the three. But until he is done with the "anti-corruption campaign" (i.e. political purges), Putin still has the most personal control over the country that he leads. Trump is incompetent, but he has some good advisers, and his country has constrained his executive power the most.

Xi's probably the better leader of the three of them. I've never seen Xi enjoying himself though. He rarely even fakes a smile. His actions are ambitious, but he seems like he's bored or unsatisfied with power. He says a lot of great things about helping China, but it's like he's just mouthing the words. I'm worried that he might be clinically depressed.
