I've got a question specifically about kanji reading. I tried Googling it and didn't get a real answer.
In what order are you supposed to read the components/radicals of a kanji?

Here I made 2 examples. I'm far from knowing all their uses, but I think I have a decent idea of what they each actually mean. My "translations" is just the first thing that comes to my mind when you change what order they're read from.
Top row is right to left, top to bottom.
Bottom row is left to right, top to bottom.

So anyway, my question is, is there any real way you're supposed to read these to get an idea of what the combined concepts are trying to convey? Or does the order they appear in not matter and there's no real significance behind the order in which they're arranged?

There are Russians as ethnicity and russians as people who have russian citizenship.
I couldn't really tell apart a Moscow person from siberian person if they are one ethnicity.
