Although practical, I'm not sure it's necessary to have the small arms immediately at hand in times of peace, because as soon as civil wars start, guns are going to flood into the country in a matter of days. It happens in every civil war, and more often than not, there will be at least one government willing to supply arms to even the looniest of groups.

Compare that to three hundred years ago when it might take three months to get a shipment of arms, and a workshop of a dozen skilled or semi-skilled people would take a year to churn out something like 500 rifles or muskets.

Not to mention home gunsmithing has a low barrier of entrance, with access to common machinery like lathes, drill presses, etc., and the information is freely available.

I think the biggest reason to stockpile arms in this 'civil war' scenario in the times of peace is just to familiarise yourself with them and develop the skills.
