If you would look at the diagram I am posting, the territories with giant red X's over top of them are territories completely controlled, in their entirety, by the Seleucid Empire at the game's start.

3 of them are worth ten territories (X=10), and one is worth eight territories (VIII=8).

10 + 10 + 10 + 8 = 38

Do you need me to dumb it down any more? Because I don't know if that's possible.
