I would imagine a conflict would consist of both sides financing criminal gangs to commit atrocities and small guerillia operations. Maybe also some hacking and attacks on infrastructure. Both sides haven't shown any of those actions yet, so we have to assume they had to be developed first.

If there is any sort of long term preparation I think Mexico would actually stand a chance of reaching equipment parity with Brazil. Most of Brazils armored and naval vehicles are out dated. Mexico has a pretty big industrial sector and good relations with European and American manufacturers. I think Mexico could actually build a lot of war materials if you actually put any effort into making anything besides a few patrol vessels and light armored vehicles.
