Actually a big part of the historical success of McDonald's is that there's very little that Head Corporate leaves up to chance, but they also gave franchisees quite a lot of options from amongst those that they would provide. What's started to piss off franchisees recently is that the centralised menu has had rapid changes such as all-day that have negatively impacted on their business model.
The thing about this franchise model is it's really all or nothing. If head office get it wrong, everyone suffers.

Australia was actually the first place to roll them out. Australian McDonalds is the "testing" market for McDonalds new ideas. There is a McDonalds in Sydney called "The Corner" or something which is actually global McDonalds main laboratory for new ideas. Ideas that work well in "The Corner" are then tested in a wider Australian market then a global market.
