Brits have an interesting system. Most places call themselves countries and have their subdivisions called states. (USA is a country: Arizona, Michigan, Idaho etc. are states).
In UK its FLIP FLOPPED. (UK is a state: Wales, Scotland, England etc. are countries).

The UK is a political union. Which, in economics, is essentially where a group of countries act as one, with the same fiscal policy and centralised government etc. Wales, Scotland, England and NI are all separate countries, not states.
