Yeah, thinking about it, the USSR was bureaucratically a lot more necrotic than China (who basically had no surviving bureaucracy after the cultural revolution to speak of), who would have stopped any sorts of gradual reforms by their own vested interests in maintaining the system as it is. The only way for the USSR to change was the catastrophic collapse that we have seen. There are many scientific articles detailing the reasons for China success compared to the impossibility of replicating that in the USSR.

tl;dr

Russians are simply brick-heads and lack ideologic flexibility and pragmatism.
