Not everyone has it, but it's offered by a lot of banks as a regular account. I think it's just that some Canadians like to travel to the US frequently or get paid in USD by foreign companies (like me), so having a USD account is useful. We also have a few USD credit cards, but not many people have them.
A few people will also keep a USD account as a way to hedge against any dips in the currency exchange. I shifted a chunk of my savings into my USD account for this purpose.

Part of the anti-pipeline movement in Alberta was because people want refineries to be built here to create jobs in Canada, not just give more money to the American side of companies stationed here. I think Albertas new NDP government mentioned something about that but odds are they'll get voted out next election. They only got in because the provincial government pissed off too many people after 40 years or rule.
I'd annex Western Canada+the northern territories right now in their current form, Quebec and Ontario have to be divided up in a way where they won't just give ~30 electoral votes to the democrats, because those provinces would have a really bad case of the New York City effect.
