Not quite sure, i guess there is some overlap. But i think constructivism is more a philosophical movement within art, while brutalism is more a style.

I disagree. Brutalism is efficiency, and a statement. Dont waste time on small decorations, but on form, if the decoration is the form, that is beautiful.
It is austere, cold, and stoic, when you look at it by itself, but the moment you put a crowd of people in it, the place springs to life and looks like a home.
Its no more depressing or institutional than a modern home.

Why don't they paint the concrete ? I think the shapes etc are great but that grey is depressing, plus all those sort of mould line things are ugly. I think white would look good.
