When I started to learn English I couldn't produce the th sounds but I was able to lisp in (Swiss) German. Was kind of weird.
the th in that is not the same th in teeth
so one rule does not apply to all

As of today, the only Spanish speaking countries to pronounce the "th" are Spain and Guinea Ecuatorial, and some accents in Filipinas.
