You still would if you wanted to be absolutely sure which bottle was poisoned. If you had 100 prisoners drink from 10 bottles each, you'd be able to narrow it down to 10 bottles, but you have no idea which one of the 10 bottles killed the guy. The more bottles a person drinks from the less specific information you get. If you had more time, you could have the prisoners go multiple rounds and narrow it down that way, but you don't have enough time.

If you need to be correct down to the bottle, the correct answer is 0. It says it would mar the celebration to have someone other than a prisoner die, but you don't need any prisoners to test bottles if you have 1,000 slaves. They all try a bottle, one of them dies, and you know exactly which bottle killed him. The only thing it's asking is the minimum number of prisoners you need to find the poisoned bottle. The stuff about how important the party is is just window-dressing.
