At the end of the day it doesnt matter, BA is a better place since it has more international night life. Southern chile and soithern argentina are literally the same shit, but they are fine, northern parts of the countries are literally pweu, bolivia and paraguay., Big cities are shit but comparable. Both countries are pretty much the same, BA is more cosmopolitan than Santiago, but at the same time has worst transportation and lower (in average) quality of life.

If you are interested in books, nightlife and cultural experiences, I'd recommend BA. If you prefer landscapes and outside activities, Santiago is the better choice, you are one hour away from beaches, mountains, vineyards and ski centers.
