Some of the proportions are off. Place a vertical line extending from the side of hte nostrils upwards on your reference photo. Note where on the eye this line will cross your eyes. Then do the same on your drawing and see it doesn't cross on the same place on one eye and on the other doesn't cross at all.

It's a long process really. You start by just drawing the general forms of the figures, whitout putting any details in your drawings. Then you learn the skeleton and muscles, and go back to drawing figures, this time aplying the knowledge you are gaining. The muscles will start to add volume to your figures, so now you should start to think the body with cubes and spheres. The only way to memorize them is just by drawing a lot. The last part will be aplying perspective, but that's a whole different matter.
You'll find yourself coming back to previous subjects, since you will be constantly acquiring new knowledge, and aplying it to your previously more simple drawings.

Video literally tells you how to blend in photoshop. Lower opacity/flow and sample in between color. If you want something like the one in corel painter you have to use smudge tool. That site also gave you a download to a smudge brush that works really well.
If none of this work probably have something to do with your pen pressure settings/driver problem.

The lack of curiosity and motivation to do more than copy others is why most of the people in /ic won't ever go beyond scribbles. I can't wait to learn new techniques and use new tools. Everyone in my art classes was like that, too. This forum is the only one I've ever encountered that spends as much time and effort on short cuts and cheats and plug ins that draw curves for you, as they do on actual art.

The figures look wonky because you're focusing too much on contour. You should simplify your figures, work with very basic gestures first. Find the rhythm and flow in the pose.
Also simplify your anatomy. Don't try to get every single nuance in there until you're competent with the major parts first. Study the largest aspects of the body such as rib-cage and pelvis. Define those shapes better. Understand weight and balance of the body.
It's better to start simple and get that down before you add detail. Also do not leave out the neck and head. They have their own counter balance relative to the shoulder.

It's not complicated. Beginners confuse gesture for contour all the time. The way to properly teach a beginner is to draw only the lines that suggest the flow, not to confuse them with fancy contours and forms that distract them.

I didnt mean to sound rude, but I guess is different for each one of us. I believe that someone should focus in one field and try his best to improve in that specific area.
Shading is important, but when you start, you should focus on the basics, and shading isn't one of them. Trying to mix shading while you are starting to study anatomy will only lead to frustation, since you still don't know how the muscles work, what planes do they have, and how those planes change when moving. You can start putting some shading in your draws after you feel confident in your figures though.
4 years in one subject is a long fuckin time for a one subject though. I've been studying anatomy for a year, and just now I'm confident enough to move to perspective, altough I know I will coming back to anatomy later, because there's always new knowledge to apply to your drawings.

Yup, the head is too small in most cases, the rib cage is too far appart from the pelvis. More importantly I suggest you try the entire figure even if it's crudely drawn so that you can pay attention to balance and make sure that both feet are on the ground plane.

It's one of the most typical problems just like with hands and feet. I've had it for months and I still do when i'm not paying attention or too focused on details. The solution is to always pay close attention when drawing the sphere for the head and the mass of the ribcage and take the time to compare them. The way I see it, is that you are focusing too much in details, when you should work first in your placements. Stick to simple forms for the eyes, nose, and mouths, like spheres and triangles. Take your time to measure the placements of the elements of the head.

Here's a quick figure from imagination <5 minutes. Not quite a gesture but I think this explains what I do better than gestures would anyway. I don't really know how to pose a figure naturally which is a serious problem. I just kind of draw a body from some angle and just arbitrarily attach limbs to it after the fact.
Believe me though, those "4 years" I mentioned are not really all that either. I often go many months without picking up my stylus in earnest. I can count the amount of "finished" pieces I've done on one hand in the entire time I've been drawing and they look like mspaint. Don't follow my bad example; don't get addicted to one part of the process (and don't get an 11 hour a day job)

I use a black ballpoint pen and a school cahier of lined paper for sketching. I like lined paper because I don't feel bad for wasting it with shitty drawings. I use pen instead of pencil because I absolutely hate having to layer graphic to get values.

You don't seem too stuck in symbol drawing imo. this one looks pretty good, i.e. like you actually observed, simplified shapes, and drew loose lines. try not to do those spaghetti lines as with her hair. Don't get too hung up on fingers or a face. It's better to do that in longer form studies, and bigger format.

that's not how light works, it's close but not good enough. There's a chapter from Drawing Lessons from the Great Masters by Robert Hale which explains a method of studying light from life. Go find the pdf yourself and read that section.
