So, there is a guy who wants to commission me two figure picture and he wants specific actresses' appearance, close as possible faces etc. Are there any rules about drawing real (famous) people for a payment?

Yes. You can be sued for using someone else's likeness. I remember that lesbian x-men girl said that naughty dog was ripping off her likeness in the last of us and they remodeled their girl because of that.

That's a large scale production though. A couple of pictures commissioned for personal use isn't the same as making a product to be packaged and resold over and over. Technically they could sue if they saw the image and found out it was paid for, but I really doubt most recognizeable celebrities would care enough to file suit for the price of a single commission even if it was a couple thousand dollars. And with it being a single commission most likely it'll never hit their radar anyway. The type of celeb based "art" that's more likely to catch a law suit are those photoshop jobs that porn sites make and sell because 1 using an actual photo is tangible evidence of stealing their likeness while art can fall under parody/derivative work and get an exemption, 2 they sell it to multiple buyers and make enough money off of it to be worth suing over, and 3 using a celeb's real but doctored photo can actually damage their "brand" giving them legal standing to claim damages.

Unless you live in the United Arab Emirates or something, it doesn't matter at all if this is a private work. If you or your client plan on publishing it in public, the person you're drawing owns the right to their own image and can sue you for any money you make + libel + damages to their public image, and probably other random shit, and make you pay their court fees for suing you.

Is it really forbidden to base off a characters features of an existing person? I've seen a lot of comics/ manga where characters are clearly inspired by actors or musicians and those guys never got sued as far as I know.

Then again, this spoonbending pokemon (abra?) was sued by Uri Geller.

It's not strictly illegal or legal. There are a lot of subtleties that can make it swing one way or another if it were to come up in court. If you take someone else's photos of a celebrity and try to resell them for profit, you could be sued and would probably lose. Trace the photos and resell them you could possibly be sued or you could be leading comic artist Greg Land. Draw your own interpretation of a celebrity, ala Shadman then ehhhh *maybe* you could be sued but there's a good chance you'd be protected by the fact it's artistic interpretation rather than quantifiable theft or damage to someone else's likeness or property. My advice to you would be make sure the drawing is your own and not traced or photobashed in any way for your safest bet. You can also ask the client not to post or share the image and refrain from doing so too. That's what I did when I got such a commission and two years later I haven't had any problems.
